Im using the mac osx 2.1 workstation from parallels and wondering if i can install osx server as a guest os on parallels ?

No, I don't think so. The environment emulated or virtualized under the OS X version of Parallels is a PC, not a Mac, and you cannot run OSX on a PC at this time, so forget about it.
