I may have found a solution for people who connect a USB device and get the message about another device/application using the port.
1. Disconnect the USB device you're having troubles with and launch Parallels (but don't start up the virtual machine); or if you're already in Parallels Guest machine, stop the virtual machine and go to the Configuration window.
2. In the Configuration window, click on "USB Controller"
3. In this window the "Device Status" should be Enabled, and under "Connection Options" choose "Connect to Guest OS" (instead of the default "Ask me what to do")
4. Click "OK" to save your settings
5. Startup your virtual machine
6. Connect your USB device
7. The virtual machine will recognize there's a new device connected and will take you through the steps to automatically configure the device (I used the Automatic setup rather than the Choose from List advanced option). My USB device was recognized and the installation went without any weird messages or problems.
I hope this works for people. It worked for me with an SMC Skype WIFI phone (which wasn't supposed to need a driver and which I could get to work on a dedicated Windows machine but not with my virtual Parallels machine).
