I have two external USB drives that hold my data. These drives can be used when I use Boot Camp or OX 10. But they can't be used via any VM. I get the
too many windows partitions message and the WinXP VM doesn't boot.

I can't seen to fix this problem. Plus I don't find any work-around posted.

Is there any help for this issue?

Turn these drives on after you've booted up your Windows VM. If your USB setting in Parallels is set to Automount, they will connect. If you have auto-connect turned off, you will need to tell your VM to use them by selecting the USB icon at the bottom right corner of the Parallels window, then checking the devices from the popup.
