I'd like to run Debian 7 inside Parallels Desktop for Mac Mavericks on a MacBook Air. How much RAM does my laptop need to run OSX and Parallels/Debian comfortably? By the way, I don't need to run Windows, just Debian. Thanks.

You'll be able to run with the standard 4 GB RAM if you assign 512 MB to Debian which is the minimum with a desktop environment. If you assign 1 GB you might start having some performance issues if you have lots of apps open on OS X side. Anything more than this I recommend getting the MBA with 8 GB RAM.
