I have a Mac as follows Memory 8 GB 1333 MHz DDR3 Software OS X 10.9.5 (13F34) with Parallels Desktop 8 installed with latest updates. Not updated to 9 or 10 just a current 8. I have not installed windows yet but would do so solely to run a construction scheduling program that I know only runs on 32 bit PC's. It will not load onto 64 bit machines. Is there any combination of parallels versions and windows versions that might give me half a chance of making this work?
A program that only runs on 32 bit Windows versions (this is what you mean) and not on 64 bit Windows can only be a 16 bit program (DOS program), as 64 bit Windows supports also 32 bit programs, but it dropped support for 16 bit ones. Windows 7 and 8.1 they all come with both 32 and 64 bit versions, so you can pick any of those as long as you make sure you install/download the 32 bit version.
