I have had this issue for a while now and have not found a solution but have gone through a lot of testing.
Basically I have a red dragon gaming mouse with 1-12 keys on the side of it. The 1-12 keys work fine, the mouse works fine, however when I try to use shift+1-12 keys on the mouse it only registers the 1-12 and not the shift command. It recognizes when i hit shift + 1-12 on the keyboard but not on the mouse. This function works if i plug the mouse into a windows machine, and also works on my mac side of things - only when I use parallels does it not function.

    Heres what Ive tried:
I have set mouse settings to Optimize for Gaming: no change
I have set mouse settings to auto-Detect: No change
I have set to Don't Detect: No change

I have gone to devices > USB&Blutetooth > enabled Mouse for windows machine only and THIS IS THE CLOSEST I've gotten to get this to work. after enabling it ONLY For windows VM the shift function works HOWEVER the cursor goes completely inert. the mouse is moving around the screen and if i point to something and click on it, it clicks, however the cursor is invisible on the screen. I cannot explain why this is happening. I am okay with using an invisble cursor with the function working, but if there's any way to fix this I would love to know.
It's weird the cursor stays on the screen but doesnt move, and it's like a second invisble cursor appears when enabling from devices. It just seems buggy to me and if anyone else has experienced this let me know.
I have also added the usb mouse to the boot order as well - previously listed as a troubleshooting step - and that has done nothing either.

Have you tried updating the settings to factory settings?
