Fusion lets you run Windows applications from the dock even with the virtual machine turned off.

    Can Parallels also do this?

I have tried but don't seem to be able to do it.

Short answer... Yes. If you run a Windows program in Coherence mode, you will see the application icon in the Dock. You can elect to keep the application in the dock. The next time you click the icon the app will start. Parallels will fore up Windows in the backgroung if it is not already running. Hope this helps.

Fusion does not allow you to run Windows programs without it's VM to be turned on... As said above, you can do essentially the same thing with Coherence.

Yea, I installed and removed Fusion. I think the sales blurb is a little misleading!
