    Hello,
are the mouse and keyboard available if you boot in safe mode? If so, you could try removing Parallels Tools via Start -> Control Panel in safe mode and the install Parallels Tools again.

I can boot in windows by boot camp. But removing parallels tolls and reinstaling doesn't resolve the problem. ( Can't boot instead in windows by parallels , even in safe mode because you can't press F8).

Try booting under Boot Camp, axing Parallels Tools and then restarting and running your Virtual Machine. In case this doesn't result in a resolved issue please give booting in safe mode one more shot - the F8 key actually should work during boot. Keep in mind that it is necessary to use Fn + F8 on some Macs, and if that results in no joy see if you can just send the keypress via the Virtual Machine => Send Keys menu option.

When you are in the safe mode, do not touch keyboard, just using mouse navigate to Device manager and delete keyboard device

No. You don't understand. When entering safe mode, neither keyboard or mouse are working. The keyboard is working on boot when you can choose between "start windows normally" or "safe mode" etc.

    Ok, I've got it,
If you have USB mouse you can attach it to VM using Devices - USB - <your mouse >
and it will be detected in Safe Mode
then you can remove keyboard and old mouse
