Is it possible to create a VM based on a non-bootcamp created Windows XP partition on my MacBook Pro?

That is the !purpose of Parallels!
I strongly suggest you read the material available on this site to learn what parallels is and how it can be used.

    Did RTFM

AJM, thanks a truckload chet. I did read the manuals and posts. I HAVE successfully used parallels to boot off of a bootcamp partiion with XP loaded onto it.

I was asking if these partitions HAD to be setup using bootcamp, or if it was possible to get parallels to create a VM off of a non-bootcamp created partition. That does NOT appear to work.

i think the problem is your explanation of the issue read like you wanted to create a new VM with a virtual hard disk file. your second post seems clear that you are trying to do something different than that which appears not to work. perhaps a more detailed explanation would help ?!
