Why is it prompting me to reinstall Parallels tools each time Parallels starts. Every time I do, restart, and it is fine. Then, the next time I start up the virtual machine, it does it again.

I'm not 100% sure, but you might try this:

    1) Load the VM
    2) Goto Control Panel and UNinstall Parallels Tools
    3) Shutdown Windows (don't restart)
    4) Start Windows
    5) Install the new Tools
    6) Let it restart Windows
    7) Now, Shutdown Windows
    8) Start Windows and see if the new settings "stick"

It may or may not work. But cleaning out the old and ensuring the settings are written to the registry, then doing a fresh install on the Tools, and saving those settings also should do the trick. Good Luck!

I recall someone mentioned that Parallels Tools is in fact, a virtual disk that can be unmounted. It is worth noting that mounted devices like CD Drives and whatnot are remounted each time Parallels is unsuspended. So, try disconnecting the tools drive. It is a CD ISO image.

You could try booting into safe mode and upgrade Parallels there. I had problems in Windows 98 due to having a partially installed beta set of tools that I solved that way.
