Unable to configure VM Memory

When going to the memory configuration panel, I see the following message. "some of the settings on this page cannot be changed until the virtual machine is shut down." I've shut down my machine several times and yet no dice. I've reinstalled parallels tools also but can't seem to get access to this menu or any hardware menu.

 

Try with shutting down the Guest OS from within... Example in windows go to start menu and be shire that you choose shut down and not hibernate, sleep or whatever. When it finished the shutdown process, go to settings for that V.M. and try again.
