When using PD9 with Maverick on the second screen with the second menubar, the fullscreen mode does not overlap the menubar like it does on the main screen. Ironically, I love that and was wondering if there is an option to do it.

Basically put, when you make the vm fullscreen, I'd like to see the menubar like it is on Mavericks on the second monitor. Possible?

    I'd like the same.

The nearest I've been able to achieve is to create another desktop manually, drag Parallels to it (in Mission Control), then expand the Parallels window to maximum size and go to View > Hide Status Bar. This shows the menubar at top, and the only wasted space is the window title bar for Parallels.

I would still prefer that Parallels run in fullscreen with the menubar visible. I know you can hover at top of screen and it will appear after a delay, but I want it visible without having to do this.
