No boot device is available Parallels 11 new install

I just downloaded and tried to install but get this message. Please help

I just read that Parallels does not come with windows. This is my second time purchasing Parallels and the first time all i did was the install and windows was there. If I have to spend more money just to get this to work what are the chances of a refund?
