Settings won't launch in Win 10 with Parallels 13

Setting will not launch from the usual place (Start button -> Settings cog wheel).

It will launch by right click on the Start button and selecting Settings.

 

In case this problem was caused by the improper shut down I had needed to in this thread I restored a back up VM and launched that and it has the same problem.
The problem did not exist in Parallels 12.

 

Exactly the same issue here

 

Just started all over, went back to PD 12 reinstalled PD13 and opened a fresher younger Win 10 VM and no settings problem.
