Windows 98 conventional memory

I have set up 2 identical Windows 98 VM's: one using MS Virtual PC and one using Parallels Workstaion.

On MS Virtual PC, the "Largest executable program size is 623,632 (609K)

On Parallels WS, the "Largest...is" 590,944 (577K)

Config.sys and autoexec.bat are identical on both systems.

How can I increase the memory on Parallels WS to match the memory on VPC? The operation I am attempting requires the maximum memory.
