    Suggestion:
I think you have to add port 11371 from HALB to Internet as a requirement for HALB installation, currently it's not documented.
Please amend both manual and KB https://kb.parallels.com/es/123255.

    Reason:
HALB appliance keeps "setting up" endlessly after configure IP address because it requires port 11371 to be opened from HALB to Internet.

Now I understand, as per https://kb.parallels.com/es/124470 it's important to NOT enable automatic updates. I checked RAS manual but couldn't find an step-by-step HALB installation document stating to disable automatic updates, can you check/amend?
Yet I'm using latest HALB 16.5.20xxx, the behavior is similar to the one explained in the above kb article:
    - Installed HALB 16.5.20xxx
    - Working and acepted by RAS
    - Sooner or later users cannot connect to RAS through HALB (HALB appliance is rebooted)
    - I reboot HALB, select "Advanced Options for Debian GNU/Linux"
    - I boot from 3.16.0-4-amd64 (instead of 3.16.0-7 - auto updated)
    - Users can connect again - HALB is verified again in RAS console
