To be able to add new feature and roles in Server Manager I had to disable all sharing between Mac and Windows.
Server Manager seem to somehow not be able to reach sources (even if I set the path by hand) when sharing was enabled.
After you add the features you can turn it on again.

Maybe this can help someone. I use Parallels 12.0.2

This is for anyone else on the internet struggling with how I have struggled. I've been trying for a couple months to add roles or features to Windows Server 2016 or Windows Server 2019 running as guests on Parallels. I've searched the internet far and wide and only now found this post because I was specifically searching the Parallels Forums so I could add my own solution. For anyone searching for something like "Can't install or add roles and features on windows server on Parallels" or "Error when installing roles or features on Windows Server on Parallels", hopefully you'll find this post.
My solution was to uninstall Parallels Tools on the Windows Server, then everything works fine. It looks like (based on the above), turning off sharing may also be enough.

Indeed using "Isolate Windows from Mac" did the job.
