Constant CPU base clock - intel speedstep not working?

    Hello,
    I'm evaluating Parallels Desktop 15.1.2 with a Windows 10 pro (1909) VM on a Macbook Pro (16inch) Core i9-9880h. Everything works fine, except the processor power management.
    Taskmanager:
    Displays constant 2.3Ghz (the base clock) for all 8 virtual cores, independent of the current load.

    I would expect that in idle the cpu clock speed would go done and save energy. Unfortunately the options under
    energy options -> advanced options -> processor power management
    "Minimum processor state" and "Maximum processor frequency" are missing.
