I'm trying to see if it is possible to create Virtual Machine on MacOS that would run a newer version of MacOS than the host. The major changes made in MacOS Catalina has me hesitating to update from MacOS Mojave, and I would prefer to try out the features with a VM rather than partitioning my HDD. My attempts to research this all appear to be about a MacOS Mojave VM on MacOS Catalina, not the other way around. Is it possible to run a newer version of MacOS in a VM?

This link does not address my question. I'm asking if it is possible for MacOS Catalina to be the virtual machine. MacOS Mojave would be what the virtual machine would be running on. In other words, can Parallels 14 run a newer version of MacOS than the host?
