Creating a virtual machine in Hyper-V: Are MS Instructions 3 Ways or 3 Steps?

I'm trying to install Windows on a Mac with the Apple M1 chip using Parallels Desktop, as described in https://kb.parallels.com/125375.

Step 4 of the instructions says to download the VHDX file and then to create a virtual machine in Hyper-V. The instructions for creating a virtual machine in Hyper-V on Windows 10 are divided into 3 subheadings:

    Enable Hyper-V using PowerShell
Enable Hyper-V with CMD and DISM
Enable the Hyper-V role through Settings

It's not at all clear to me (because of how these headings are written) whether they are three different ways to enable Hyper-V -- such that only one of these procedures need to be done -- or do all three have to be done.

    Which is it?

    Thank you!!

Those instructions require technical know-how that's infinitely beyond mine. I would have had to return my M1 to Apple.
