Just got a new Windows Update - I am running regular release (22000.282) - and it says that if fixes issues with opening pre-installed apps in Windows 11 for ARM and issues AND OPENING THE START MENU AND SETTINGS APP. (BTW I have never had that issue as I had turn off the Insider updates and stayed the the "commercial" release number, but thought this might help some people who have this particular issue.)
