Use ISO image to upgrade windows 10 1809 to 21h2

Hi,

I inserted 21H2 ISO image, and double click setup.exe to upgrade from 1809 to 21H2?
When I double click setup.exe in my ISO image, it tries to clean install 21H2 not upgrade.
My personal files and apps are gone.
Is it possible to use ISO image to upgrade windows?
