File transfer restriction issue between macOS and Windows

I have made the following settings to restrict file transfers between the Windows OS and macOS within Parallels:

1. Disabled Parallels file sharing settings
2. Disabled file and folder permissions under macOS Privacy & Security

While file transfers are blocked for other folders, I found that files can still be moved through drag and drop in the font folder within the library.
Is there a way to restrict file transfers for all folders?
