keep disabled logon after reboot

    When I disable logon on a specific server and reboot this server later it automatically enable. There is a way to keep the server disable after reboot like we have on Citrix ?
    Sometime we want to reboot the server and check the logs on it before user connect to it to avoid issue.
    Having that feature should be by default
