Ok, since I downgraded to PD16 I've not had this issue. I think something in PD17 broke audio/video streaming.

After restarting W10 VM, after 24 hours coming back from sleep it will just keep random freezing up to 30 seconds at a time.
All this general decline in quality is making me think that a better solution is to get a Mini Windows PC and RDP into it.
