I have the same problem, GCC kernel headers make etc.. is installed, but the installer simply does not want to install. Parallels 9 here as well.
Ok updating was really the resolution to the problem. The tools now have installed. Thanks for pointing out that a new version was out.
This could be the issue, I am on an older version of Parallels, updating as we speak.
