Separate names with a comma.
Check if "WiFi" checkbox is correct in VM configuration window - it should correspond to adapter you are actually bridged.
To see new disk in guest Windows XP you should go to Control Panel (classic view)->Administrative Tools->Computer Management->Storage->Disk...
Tools are available only for guest Windows family (and OS/2). Menu will be grayed if guest OS type is not Windows.

Just want to point you to pause feature. Allows you to pause your VM and free all host resources. The pause/start operation takes less than 1 second.

And what do you think about main application icon? Is it also inconsistant with Mac GUI?
It is definetly bug - please report circumstances to Parallels support.
I suggest you to write to Parallels support. Ubuntu definetly should run in your configuration.
Windows 98 is not good example. It is old OS and it use inifinite loop instead of HALT in idle state. But anyway it should be examined.
Try to browse to your CD-ROM in guest and run setup.exe manually.
Check your VM configuration please - did you have "WiFi" checkbox checked for en1?
It could be just broken CD?

I'm noticed you are using real CD. May be it's unreadable? Try to make ISO from it using Parallels Image Tool or similar utility.
It is really strage bug. It is slow death to run VM with 96M reserved memory. And what do you mean by "stuck" - is it avalable maximum or just...
Of course it should work. Just copy HDD file with disk image and attach it to VM in primary Windows.
Looks like Parallels bug to me...
