I tried this, but it doesn't address the problem. All of the "CTRL + Arrow" functionalities work fine. It's the "CTRL + Mouse click and drag"...
Same behavior happens when selecting icons on a Windows desktop. If you want to select a range of icons you just do the normal "select and drag"....
