18.3 ignores network setting in config.ini

    Part PSA, part bug report:
    After upgrading to 18.3, config.ini settings for Network.Type=2 are ignored and the macvm falls back to shared networking (which I've never seen work on Apple Silicon devices).

    The only way I can make networking work is to use prlctl to change the setting. Documentation is abysmal.
    prlctl set {UUID} --device-set net0 --type bridged
