4121:Error when I'm installing software

I just trying to get my first Windows program to run on my MacBook. I'm running windows XP and when I try to load my software package (a scrapbooking software) I get the following error:

4121:Error installing Microsoft(R) .NET Framework

Someone please tell me what I'm supposed to do to fix this! I'm getting very frustrated.

This error occurs when at least version 3.0 of the Windows Installer engine is not present on the target machine. This is a minimum requirement for the .NET 2.0 redistributable
