I thought I would start clean so I blew away all my VMS and uninstalled parallels by dragging the app to the trash. I then manually went in and deleted the parallels folder in Library and also and prefs. If I try and make a new Windows VM with the arm VHDX file I get to the end and it gives this error. If I use an Ubuntu iso it gives this error. As it stands I can't create any VMs.

That is the problem. The DTK is not an M1 Mac and the Technical Preview requires an M1. It sounds like a previous version of the Technical Preview worked on your DTK, so restoring that from a backup seems to be the only way to fix your problem.
