Can I have a "Bootcamp" disk be a secondary non-boot disk in VM?

I currently have Windows 10 X64 in a VM and I want to add a secondary drive that is a physical (USB) drive formatted NTFS. When I add the physical disk as HardDisk 2 and boot the VM it attempts to do a Network boot completely ignoring the VM hard disk that is still attached.

I have checked Boot Order and only HardDisk 1 has a check by it.

I have a need to run Windows in a VM but keep some drives as physical NTFS volumes instead of as VM disks.
    Is this possible?
I understand that snapshots would not work to give me a consistent state across the physical volumes but that is not something I care about.

I know I can attach the drive once the VM is running but I'd rather have as part of the VM configuration.
