Can i use parallels to install and run OS X on my WIndows box?
No, you cannot.
It's also against Apple's license agreement for Mac OS X to use it on anything but Apple-labeled hardware, and there is also no legal way to get a standalone copy of Mac OS X for Intel. And even if there were, it's still against Apple's license agreement, so commercial companies like Parallels and VMware will not support or offer this.
(Yes, Apple could, in theory, partner with a virtualization company to allow this at some point, but it would most likely be in very specific configurations, have different licensing guidelines, probably be targeted only at Mac OS X Server, and may even require a special version of the OS.)
