Can't provision macOS vm on M1 Max

Parallels - 18.2.0 (53488)
macOS - 13.3.1(a)

I've gone through the steps found here.
After its downloaded, the windows just sits on Unarchiving.


The longest I've waited is ~24 hours
i have also run the manual steps but when attempting to turn on the VM, I get an error telling me the configuration file is missing.

Any ideas?

I figured out the issue with the manually created VM.
I had to change the .macvm permissions to allow "everyone" read & write access
