DPI Scaling Issue

I have a 2X Application Server XG v. 10.1.1227 running on Server 2003 R2 x64. The clients are all Windows 7 Professional x64 running v. 10.1.1230. The client desktops have 1920x1080 monitors and most users have increased the Windows DPI setting to 150% (144dpi) in order to read their screens better. When running a published application most users are getting it at 96dpi, but for a couple of users it is scaling up so the application is larger on their screen. I just can't figure out why it is working for some users, but not others. Everyone that has increased their DPI wants their applications to be scaled as well.
I haven't set different policies for different users, and as far as I can tell the client settings are identical.

    Any thoughts?

Is the smart sizing option under the Display tab from the client options tab selected or unselected by any chance?

maybe try switching between the two?

I have tried both settings and it doesn't seem to make a difference.
