I Copied my Win11 PVM to another machine sot hat I could rebuild the MAC.
After I reinstalled Parallels only MAC, I copied the PVM and changed permissions to the file
The VM is not created from a Physical machine and if I look inside the pam I see the config.pvs (and a pvs.backup)
Any ideas how I can get this to work - the Parallels version has not changed (or the OS) - I need my Win11 VM for daily use.

    Any help would be appreciated.

    Hello,
As a possible solution, kindly follow the below steps:
    1. Click on File and choose "New" from the Parallels Desktop menubar, then choose "New installation from DVD or image file".
    2. In the "Install from:" field please choose "Continue without disk" and click "Continue".
    3. Proceed with creating a new Virtual machine to the stage of choosing Name and Location.
Check the "Customize settings before installation" check-box and click "Continue".
    4. When Configuration window opens click on "Hard Disk 1" and from the "Source" list choose "Choose an image file".\
    5. In the "Open" window navigate to the .pvm bundle you wanted to register, open it, click on .hdd file, open it and locate another .hdd file. Click on it and click "Open"
    6. Close Configuration window and click "Continue" to start this Virtual machine. The new Virtual machine should start normally.
Kindly refer to this article for more information: https://kb.parallels.com/111739
If the issue persists, kindly run the affected virtual machine and collect a technical report (right-click Parallels icon in Dock > Help > Send technical data > check "Attach screenshots..." > press Send Report) and provide us with the report's 9-digit ID in reply to this post.
    Thank you.

thank you, that part worked and I was able to navigate passed the Bitlocker issues. Now when windows starts Windows Hello is having issues and I have removed and added TPIM back but can't seem to navigate passed that. I am able to login with my AD/Username & password so that's something .

I have a ticket open with Support about the remaining issues which I think are now MFA related with Company AD.
