Fallout New Vegas Performance

I've been posting some thoughts on my M1 performance using Parallels in the following Reddit thread. I'm wondering if I'm experiencing a CPU bottleneck. If so, is there a way of increasing core clock? I'm seeing via Windows Task Manager that the CPU has a 1 gHz frequency.

Why am I not getting 3.1 ghz for the two cores I have dedicated to the VM?
