Full screen on top?

Is there any way, but any way, so that when Parallels is full screen it stays on top when I hide it and bring it back? 1970 used to do it right, and now 3188 doesn't. Instead it never comes completely in front, it always has the dock and the Finder's menu on top.
Any way at all? It is very irritating, since I don't use Coherence.
Is there a secret switch or parameter or something, before I switch back to 1970?
    Thanks in advance
