How to arrange for .vcs (vCalendar) files to open in Outlook 2013?

    I'm not able to open a .vcs (vCalendar) file in Microsoft Outlook 2013 from within the Finder, though it opens from Windows File Explorer (Mac OS 10.9.5, Windows 8.1 Pro, Parallels 9.0.24251). Here's what happens:
    - In the Finder, I right-click the .vcs file and select Open With > Microsoft Outlook.app (Windows 8.1).
    - An Outlook 2013 new message window opens, with the the .vcs file appearing as an attachment. (A new calendar appointment should have been opened instead, initialized by the .vcs file).
    - I double-click on the .vcs attachment in the new-message window, and I get an error dialog saying "Microsoft Outlook / A dialog box is open. Close it and try again." But no Outlook dialog box is open (except that one itself).
