how to have Windows desktop displayed

After four installations, for some strange reason one of my installations does not display the Windows desktop - except while during start-up and shutdown. Nor does the Parallels Desktop display - though I have no difficulty accessing the Start Menu via the dock.

I would greatly appreciate any suggestions. (I do know how to select the options were I able to access the Parallels Desktop.)
