It says "everywhere" that one should shut down virtual machine to change memory allocation. But there is no explanation whatsoever how to do that. So I had to search myself. After a long time I eventually found this way to do it:
    1. Click parallels icon
    2. actions
    3. shut down
    4. Wait while windows turns off
    5. Wait for black Windows window to turn up on the screen
    6. click tools icon
    7. hardware
    8. CPU & Memory
    9. Change the amount of memory
    10. Voilá!

Then you did not understand my frustration and the reason for my post.
This is what is found on the page that you refer to:

i.e. you get no explanation on how to shut down the virtual machine.
That was my problem which I eventually found the solution to.
It is quite frustrating when the mot essential information lacks for users like me, users that hasn't been fed with parallels through the breast milk!
