I'd rather feel like a tard and get an answer then feel like one and still be stuck, so here goes....

How do I get into the configuration editor? I need to set the system up so it recognizes that the printer I have is plugged into the usb port of my mac. To do so I must not be running parallels, but if I'm not running parallels then I've got no menu selection at the top of my screen! I pause the virtual machine but that's not enough. I'm sure there's some super simple reason, but I haven't figured it out.

So help a fella out would ya? Cause I'm tired of changing the cord from my mac to my old pc depending on what I need to print. Basically once this is resolved i won't need to turn on my pc except for a rare occasion.

Try shutting down your guest OS (most likely Windows). Once you are at the Parallels Desktop window in your Mac, click on the word "configuration" on the screen right above the word memory.

Click on Virtual machine icon on desktop and hold CMD key, you will see configuration editor
