I have been trying to install Windows 10 from a UEFI Bootable USB. Parallels recognizes Windows 10 and when I try to run it, the BIOS opens and says Waiting for USB Subsystem Utilization and then gets to a point where it can't find anything to boot from. I tried creating a VM without a source and resetting, still same result.

    Thoughts?

    Hello wes2,
Go to virtual machine configuration dialog switch to Hardware tab > Boot Order > check External device > set External boot device to appropriate Windows 10 USB installation drive. Please follow the instructions mentioned in this article and let us know how it works.
