Keyboard keys swapped places in W10 Guest OS

    I have encountered a weird issue with parallels where two of my keys have swapped places in Windows 10 Guest operating system and I'm having a hard time figuring out what's causing this.

    I'm using a keyboard with Finnish/Swedish layout and here's an image attached showing the keyboard layout with the two swapped keys hilighted with red borders. The keys swapped are § and < keys. So currently I'm getting the § character where I would normally get the < character and vise versa. This also affects modified key presses so instead of > I'm getting ° (shift-clicking).

    Everything is working in macOS normally and the problem is only within the Windows 10 Guest OS. This is rather problematic as < and > keys are needed a lot and having them swapped with § is causing quite a lot of confusion. I've checked all locale and keyboard settings in both Windows and macOS and they're just like they should be in both.

    This problem is happening on two different virtual machines: the other I'm running on parallels in mac mini and the other I'm running on parallels in macbook pro. Other Parallels is version 12.0.2 and other one is 21.1.1. I'm running macOS Sierra on both machines.

    Is there anyone here who could assist me with this? It's driving me nuts.
