First of all i think you have drivers issues. Check any specific keyboard/mouse drivers you have and - if yu want - rerun the migration.
To add the disk to new VM you can go 2 different ways. Create VM based on this hard drive or create new VM with new hard drive and connect old one as additional hard drive.
    1. click File > New > Create VM > continue without a disk > Stop VM
open this new VM (without any OS) Configuration window > Go to Hardware > Hard Disk 1 > Specify the path to your WIN XP virtual machine. Try to start VM
    2. File > New > Create new VM and install Windows inside. Stop it after installation, go to COnfiguration > Hardware > Add (+) new Hard Disk and specify the path to your existing WIN XP drive.

Try not to wait until VM starts but press F8 several times - Safe mode option may appear.
But make sure your mouse is grabbed by the vm - just click inside the VM windows ( for several times as well).
In such cases when it is difficult to get to the safe mode option screen i usually press F8 button and click with the mouse for several times simultaneously right after i click Start button. If you operate quickly it may work)

I suggest you to take Windows installation CD, boot the virtual machine from the CD and run the following command:
    SFC.EXE /SCANNOW
Use this KB in order to start the VM from CD: http://kb.parallels.com/en/5223
In case you don't have CD - you need to perform it on your PC - open Start- Command Prompt and rerun the migration

Mouse not working in Parallels + Win XP

    Hi,

I think I have similar problem with yours: I just installed Parallels 8 (trial version) and import Win XP from PC via Parallels Transporter Agent, but the mouse and keyboard don't work when I was prompted to the Win XP login screen to proceed with upgrading the virtual machine configuration. Could you help with this?
    Thanks.

Do you have Parallels Tools installed? please install them from VIrtual Machine menu --> Install Parallels Tools (try to reinstall them if already installed)
