If I run Parallels Desktop from Bootcamp, did the virtual TPM is running. In other words do I can run Windows 11?

No. It is forbidden to add TPM to Bootcamp VM.
Imagine if Windows 11 won't start without TPM at all. I guess it won't boot into native Bootcamp ever.
    So, there are two ways:
    1. It is required to import Bootcamp to pure virtual VM and add TPM later.
    2. Cross fingers and hope MS will not require TPM presence for virtual environment when W11 released.
