Parallels uses all monitors full screen when plugged in

Hi,
I have "Use all displays in full screen" unchecked. When I plug in my two external monitors (in separate usb-c ports) parallels immediately moves to full screen on all of my monitors.
First, I never want to use full screen ever.
Second, I never want to use parallels on more than one monitor.
How do I get Parallels to respect my settings?
