Trying to install a new VM of a brand new Windows 10 os. Process goes through normal steps then the Wizard screen goes black and the progress wheels spin for hours. Have tried multiple time and same result.

Hello KCV1, please start your virtual machine and go to Action->Reset and let us know how it works.

Ok - I had to go to installation -> continue manually. Then the action menu finally appeared... Created an endless loop of

:( Your PC ran into a problem. We will restart for you

    Reset again: New problem .

"Install Windows: The computer restarted unexpectedly or encountered an unexpected error. Windows installation cannot proceed. To install Windows, click "OK" to restart the computer, and then restart the installation."

    This is getting annoying.
    Using parallels 12

Ok - I install, reset, reboot, reset, delete, install, reset, reset reset, reboot, fail, reset, fail, delete, restart, reset, fail, reboot. I've been reluctant to upgrade in about 7 years and now this is like a sick joke that I can't install Windows 10 on parallels 12. I need serious help here.

Hi KCV1, please check out the steps mentioned below to fix the issue:
    1. Stop the virtual machine.
    2. Create new empty virtual machine bundle.
    3. Open the new virtual machine's configuration menu > Hardware > Hard Disk 1
    4. Click into the Source field > Choose an image file...
    5. In the opened Finder window locate your main virtual machine, which starts with the black screen. Select its virtual hard disk and click Open.
    6. Close the configuration window and start the new virtual machine.
    7. If the virtual machine boots successfully, you can move the virtual hard disk from the former PVM bundle to the new one.
