I have a problem installing a Windows XP SP3 unattended Image.

Ususally the only thing I have to do is to load the image and boot the VM. The the Windows installer should install all necessary files itself.
But it does not. After the Windows setup reboots the VM the first time I am asked to configure language settings etc. A few clicks later I am asked to type in the windows serial key. The installer should not ask for that.

To verify whether I made a mistake creating the unattended image I tried to install the image with VirtualBox. There was no problem installing Windows XP unattend with VirtualBox. I have never been asked setting up language settings/timezones or serial keys.

I don't know what I am doing wrong installing Windows XP unattended. Do you have any idea what is the problem?
