I recently installed the latest version of parallels and it is failing while installing the windows portion of the new version. I get an error message that says The feature you are trying to use is on a network resource that is unavailable. It is looking for parallel-tools-amd64.msi. The file is there but there seems to be something wrong with it. I have tried restarting Windows 7 but the same error happens again. This is on a 64 bit installation of Windows 7.

    Any help would be appreciated.

I too had this issue. I was able to solve it via these steps:

    1. Download the Windows Installer Cleanup Utility. This is a Microsoft utility that used to be available on their KB site, but it no longer being provided. Here is an article that describes this, along with a link to download the installation package for the utility.
    2. Stop the Parallels Coherence Service manually in the Windows service manager.
    3. Delete the Parallels Coherence Service manually at the command prompt. This is an example of the command syntax:
    sc delete "Parallels Coherence Service"
    4. Run the newly installed Windows Installer Cleanup Utility and select Parallels Tools to be removed.
    5. Using your Parallels "Virtual Machine" menu, select "Reinstall Parallels Tools".

I actually did not do steps 2 & 3 initially, which resulted in an installation error about not being able to install the service. I did it after step 4, then redid step 5, and everything worked fine. I believe if you follow the steps above in the right order, everything will go down without a hitch.

You can use Windows Installer Cleanup utility to fix it

The Windows Installer Cleanup Utility has been removed from the Microsoft website since August of 2010. It was removed from the Microsoft Download Center as it sometimes could cause issues with other programs or components that were installed on the computer. You may have downloaded from a 3rd party site, but the utility should not be used.
But if you still want to download the Windows Installer Cleanup Utility, please read the instructions provided here:
    http://www.windows-installer-cleanup-utility.com/

You will find step by step instructions to get rid of your error.
